Measuring protective factors is a strengths-based way of understanding the health and well-being of families and communities. The Culturally Responsive Measurement Tool – Protective Factors (CRMT-PF) is a 22-question survey that measures 5 protective factors:

  1. Family resilience
  2. Knowledge of parenting and child development
  3. Social supports
  4. Concrete supports
  5. Caregiver/practitioner relationships

The CRMT-PF provides organizations, serving prenatal to five children and families, a snapshot of how families are doing and where more supports may be needed. The tool is available in Simplified Chinese, English, Somali, Spanish, and Vietnamese.

The 22-question CRMT-PF survey is flexible and adaptable. Programs may consider:

  • Using as a pre/post test to monitor family needs over time; monitor change in protective factors over time; or measure a program’s impact on protective factors.
  • Using as a single assessment to understand needs or collect feedback.
  • Each protective factor is a module and programs can decide which modules meet their needs. All questions within a module should be used because they work together to measure each protective factor.

Background

Best Starts for Kids worked in partnership with The Capacity Collective, community-based early learning service providers, and families to develop a culturally responsive measurement tool to measure protective factors in King County families. We engaged in a community validation process and implementation study to ensure the tool is culturally responsive to families and community organizations.
