About this opportunity: 

At Best Starts, we know that relationship-based support and early positive interactions between caregivers and their children helps provide a strong foundation for lifelong health and well-being. Home-Based Services are a type of relationship-based support provided by trained home visitors to expecting caregivers, and caregivers of children birth to age five in the place families feel most comfortable – their home. This RFP is seeking to fund Home-Based Services for families across age groups, geography, diversity of communities, service intensity, and types of evidence so that we can meet the range of needs in King County. To do that, Best Starts will invest in multiple types of Home-based services programs, including: 

  • Nationally-Implemented Models which use a standardized, well-defined model that has been proven effective through rigorous research design when implemented with fidelity OR use a documented model that has been shown to produce positive outcomes in at least one comparison study.  
  • Community-Designed Models which use approaches that are designed for, and/or implemented in, a specific King County community. They are valued by that community, culturally reflective, and/or serve groups for which nationally-implemented models have not been developed.

Eligibility: 

Organization Types: This funding opportunity is open to not-for-profit organizations, community-based organizations, tribes and tribal organizations, schools and school districts, and public or governmental agencies serving communities in King County. Small non-profits and community-based organizations are encouraged to submit proposals.  

Partnerships: Partnerships are eligible to apply. One organization must agree to serve as the lead and contract administrator. 

Models: Organizations can submit separate applications for more than one or various nationally-implemented models and/or community-designed models simultaneously. For example, the same organization can submit applications for a ParentChild+ Program, Early Head Start Home-based option, and a Community-Designed model.  

  • Nurse-Family Partnership (NFP) is not eligible for this RFP. Best Starts has invested in the expansion of NFP delivered through Public Health- Seattle & King County.  

Funding available: 

We have budgeted approximately $33,637,813.91 for this RFP to support the Home-Based Services strategy over a period of three years. Funding for this RFP is provided by:  

Best Starts for Kids Levy (BSK) Funding will be distributed among all awardees who provide services anywhere in King County $23,843,202.60 over a period of three years 
United Way of King County (UWKC) Funding will be distributed among awardees who provide ParentChild+ services anywhere in King County $6,000,000.00 over a period of three years 
City of Seattle Funding will be distributed among awardees who provide ParentChild+ services anywhere in the City of Seattle $3,632,611.31 over a period of three years 
Veterans, Seniors, & Human Services Levy (VSHSL) Funding will be distributed among all awardees who provide Healthy Starts Services anywhere in King County $162,000.00 over a period of six months from July 1, 2023 to December 31, 2023
