Best Starts for Kids is hiring an evaluator to support our Child Care strategies. This position is centrally located within the Performance Measurement and Evaluation unit of the Department of Community and Human Services Director’s Office.

Job Duties

  • Design equity-centered performance measurement plans with community-based organizations to support learning and continuous quality improvement.
  • Develop data collection tools using a variety of methods, such as surveys, interviews, narrative reporting, focus groups, and reporting spreadsheets.
  • Provide technical assistance and support to partners in collecting, reporting, analyzing, and making meaning of data.
  • Manage and analyze both quantitative and qualitative data using appropriate statistical methods and data cleaning and validation tools.
  • Design, manage, and conduct analyses and evaluation projects in collaboration with community-based organizations, program managers, and/or external evaluators.
  • Lead data-driven conversations based on analyses and reports with King County division staff and/or community-based providers.
  • Develop reports, dashboards, presentations, and other visual tools to support the use of data in decision making and storytelling.
  • Contribute to annual reports and briefings for policy makers, department leadership, provider agencies, and community members.
  • Actively contribute to the furthering of anti-racist work and equity and social justice initiatives within and across divisions and units.
  • Perform other related duties as assigned.

Experience, Qualifications, Knowledge, Skills

WE ARE LOOKING FOR CANDIDATES WHO HAVE:

  • Demonstrated knowledge of equity and social justice principles and practices and ability to apply this knowledge to all areas of the work, including methods, analysis, results interpretation, and dissemination.ย 
  • Demonstrated experience working with social, health, or human services projects in designing and implementing real world performance measurement, including quantitative and/or qualitative approaches. ย 
  • Demonstrated ability to work across diverse perspectives to present analyses, find common themes, and identify relevant and actionable findings from performance measurement and evaluation.ย 
  • Strong oral and written communication skills, including making formal presentations to a range of audiences, and describing evaluation concepts to partners who have varying degrees of experience in data and evaluation.ย 
  • Demonstrated ability to form and maintain meaningful relationships with internal and external collaboration partners.ย 
  • Ability to clean, validate, and analyze data using at least one statistical software or programming application, such as R, STATA, SAS, Python, SQL, , etc.ย 
  • Experience with or interest in learning data visualization tools, such as Tableau or visualization packages within R.

DESIRED QUALIFICATIONSย 

  • Background or experience in child care programming and/or policy.ย 
  • Experience with qualitative analysis using tools such as Dedoose, NVivo, MAXQDA, or ATLAS.ti.
  • Experience utilizing a Results-Based Accountability framework.

Building on the deep knowledge, connections, and skills within King County communities, and backed by what science and research tells us about human development, the Best Starts for Kids King County initiative meets children and families with the right services at the right time. The first Best Starts for Kids levy, approved by King County voters in 2015, reached 490,000 of King Countyโ€™s youngest children and their families and 40,000 youth and young adults, catalyzing strong starts in a childโ€™s earliest years, and sustaining those gains through to adulthood. In August 2021, King County voters chose to renew the levy with over 62% approval for another six years.
