For Best Starts funded programs, we seek to support organizations that are reflective of and embedded in the communities they serve, and recognize and address the disparities and disproportionality that exist in our communities.

Evaluation Scope

The Best Starts evaluation will apply various study designs to support developmental, process, and outcome evaluation based on the level of program development. The selected evaluators will identify a study design to answer evaluation questions of respective program and strategy within allocated funding.

Best Starts is seeking agencies/organizations to conduct evaluation activities for the selected programs and strategies listed below. See the full RFP for detailed information on programs and strategies requesting an in-depth evaluation, available funding, project description, and preliminary evaluation questions of interest.

Investing Early (Prenatal to Five)

  1. Child Care Health Consultation Service Delivery
  2. Community-Designed Home-Based Programs and Practices
  3. Help Me Grow and Developmental Screening, General Parenting (Prenatal-5) /Family Engagement (Five to Twenty-four)

Sustaining the Gain (Five to Twenty-four)

  1. School-Based Partnerships, including Trauma Informed & Restorative Practices
  2. Rebuild the Village

Investment available

A total amount of $1.4 million, across the separate tracks, is available for the contract period August 1, 2018-December 31, 2019. Funds for 2020 and 2021 are dependent on biennial budgeting decision-making and performance.

Please submit a completed application no later than May 14, 2018, 5 PM PST using the link below through ZoomGrants. A completed application packet will consist of the elements describedin the RFP, including a Summary, Table of Contents, Project Narrative Response, and Appendices.
