The Request for Proposals for Evidence-Based and Evidence-Informed Home Visiting Programs is now available here. This opportunity is specific to prenatal-to-five programming. Applications are due by November 2, 2017.
Best Starts for Kids understands that families need a range of different home visiting services to best meet their needs and leverage community resources and expertise. We also understand that there are many different types of evidence to show what works–from randomized control trials to community-defined and practice-based evidence. To support building a system that meets the needs of all families, Best Starts will invest in a continuum of services. To do this, we will offer two funding opportunities within Home-Based Services: 1) The RFP we are announcing today, Evidence Based-and Evidence-Informed Home Visiting Programs and 2) An RFP to open in January 2018 for Community-Informed Home-Based Services.
In addition, Best Starts for Kids has already invested in the expansion of Nurse-Family Partnership and Parent-Child Home Program as part of our Home-Based Services strategy.
This RFP announcement is specific to Evidence-Based and Evidence-Informed Home Visiting Programs.

For Best Starts funded programs, we seek to support organizations that are reflective of and embedded in the communities they serve, and recognize and address the disparities and disproportionality that exist in our communities.
Eligibility
- Organization Types: This announcement is open to not-for-profit organizations, community-based organizations, tribes and tribal organizations, schools and school districts, and public or governmental agencies serving communities in King County. Small non-profits and community-based organizations are encouraged to submit proposals.
- Start-Up or Already-Implementing Programs: The RFP is open to organizations implementing home visiting models/programs for the first time, as well as those who have home visiting services already operating.
- Ineligible Models: Two evidence-based models are not eligible for this RFP.
- Parent-Child Home Program (PCHP) is not eligible for this RFP. BSK funding for PCHP is administered through the United Way of King County.
- Nurse-Family Partnership (NFP) is not eligible for this RFP. BSK has invested in the expansion of NFP delivered through Public Health Seattle-King County.
Available Funding
BSK will invest $2,760,000 in home visiting programs in King County. Funds will be administered as two separate categories: one for evidence-based programs and one for evidence-informed programs. Amounts available for each are detailed below:
Within each category of funding, BSK will provide base funds and start-up/expansion funds.

Technical assistance is available to support organizations in developing proposals, including:
- Assistance in determining which funding category your program fits best
- Guidance on how best to answer questions
- Application review, including editing
This service is being offered at no cost to the applicant. Applicants can request technical

Where can I find data to support my application?
The Best Starts for Kids interactive data website allows users to focus in on Best Starts indicators in their community, neighborhood, or city. Proposals should relate to one or more of the secondary indicators listed in the Request for Proposals.
You are NOT required to submit a detailed evaluation plan as part of your application.
